The process has been applied in China, the former Soviet Union and Communist bloc countries of Europe, and many third world countries and detailed work has been undertaken on its economic and social effects. The transition process is usually characterized by the changing and creating of institutions, particularly private enterprises; changes in the role of the state, thereby, the creation of fundamentally different governmental institutions and the promotion of private-owned enterprises, markets and independent financial institutions. In essence, one transition mode is the functional restructuring of state institutions from being a provider of growth to an enabler, with the private sector its engine. The National Party Congress cited a lack of economic growth and an increasing economic divide with the West and other Asian countries as the reason for the change. The changes were not to be a total abandonment of communist principles but to combine capitalist ideologies with Chinese characteristics. Reform of Economy An initial process of reform was proposed to ease the economy gently into its new guise, whereby any significant disparities between an open economy and the Chinese one would be ironed out. Key to this was expansion and liberalisation of the export program, development of major infrastructure, generation of power, and utilisation of raw materials. The significant problem of food shortages for the sizeable and ever increasing population was one of the first to be addressed. Farmers were given incentives to increase production levels whilst at the same time lowering the costs of production, a scheme which had the effect of greatly increasing food supplies. The authorities believed that the success of this initial trial period in isolated areas warranted a nationwide implementation and so it became; almost the entirety of the countrys farm system was governed by this method come the mid-1980s. The free market mechanism was deepened and led to further increases in production and demand, fuelling farm incomes. One particularly important development was the new freedom given to company leaders. Although inherent production and decision making differences between agriculture and industry prevented a similar success story to that in agriculture taking place, there were significant gains to be made. Rather than being put in a proverbial managerial straightjacket, business managers were given more freedom to set production targets as well as experimenting with incentive techniques to boost productivity amongst workers. The source of funds for investment was also shifted from zero interest government loans, which did not have to be repaid thus giving no incentives to generate profit. In addition, to make use of the countrys considerable workforce the government proposed the idea of creating firms which would be collectively owned by workers so that their income would be based on how well the firm performed, again providing an incentive to raise productivity. This also had the knock-on effect of boosting certain sectors the government wished to promote, by allocating these workers to the appropriate areas. The creation of more independent and market oriented firms meant the appearance of a burgeoning domestic consumer market, with citizens being given a consumption choice that they had never had before. The central government actively encouraged the delegation of production decisions to the market, in spite of underhand measures by local authorities to disproportionately tax private sellers, and the private system expanded to levels where they rivalled their state owned counterparts by the mid-1980s. Chinas Recent Economic Progress China has started her economic reforms for about 20 yrs and is progressing so well that not unsurprisingly it draws the envy of many countries Chinas economy developed at an unprecedented rate, and that momentum has been held steady into the 21st century. It was only after the liberalization reforms and a cultural counter-revolution in the late 1970s (under Deng Xiaoping initially), that China made appreciable progress. A key feature of Chinas rapid growth is seen to have been its ability to reform its economy very quickly to become more efficient . Techniques that encourage and support policy initiative within hierarchies have been developed. It is also argued that that China is playing, and will continue to play, a key role in promoting regional and global collaboration .   It is seen to be challenging Japans status in Asia, and to be the only country able to sustain a view of the world which is different to that of the US. China has also been seen as a rising power that will force others to adjust because of factors such as: its huge human resources and markets; the emergence of a high class education system; and the external resources of Greater China which will provide the skills to allow its structural problems to be overcome. China-led Asia has been seen to be returning to its historical role at the centre of affairs which has had a huge impact on the global economic system similar to the long rise of Europe (and its American offshoot) to pre-eminence 500 years ago. Its emergence has (as also in the case of India) been suggested to be simply a restoration of the position which had existed for most of recorded human history . China has shifted from a unilateral stance in opposition to global institutions to working (often with great effectiveness) within those institutions. I built it by taking a toy car that I owned, which already hopped in front and back by using a series of toothed gears connected to a motor. Then I went and bought another motor so I could make the car go forward and hop and go in reverse and not hop. I first took a pair of wire cutters and cut off a piece of plastic attached to the rear wheels so it would disable them from bouncing. Then I took a hot glue gun and glued the piece of plastic, that I previously cut off, on so that the wheels would remain level. Today New York City district accounts approximately 1. 1 million students, what is one of the largest public school districts in USA. Just couple months ago, Mayor Michael Bloomberg and Chancellor Joel Klein introduced new approach towards the social promotion in public schools in NYC. According to the Raymond Domanico, the proposed initiative will hold back around 15,000 third-graders in case if they fail English and math tests. [#1, P. 4] Of course, the issue of social promotion in public schools is a controversial one and contains numerous cons and pros which were lately widely discussed among the educators. In this essay I am going to provide detailed information regarding social promotion in NYC. The idea of social promotion was initially introduced in NYC in the beginning of 1980s. The program looks alike to the one proposed by Klein and Bloomberg not long ago. Though, 20 years ago it was called â€Å"Promotional Gates Program† and obligated students of the third and seventh grade to pass English reading test and math test before they are accepted to the upper grade. They were also proposed to study at summer schools if they fail the test and retake it at the end of August. Only if they fail this test for the second time, they will be turned back to the same grade again. The novelty of Mayor’s initiative concludes in that, that if the third-graders fail the reading and math test (will not pass level 3, where 4th level is considered to be the highest) – they will be offered another chance to take it but previously attend the summer school. The trick and the topic for the continuing discussions of educators is in that, that the passing level for the second test attempt – is level 2 (the rest of scenario of social promotion is invariable – if students fail this level, they are to repeat third grade again). Some argue that this method will provide weak students the understanding that their flabby achievements will be tolerated, and therefore these students are left with each year behind their progressing classmates. But the Chancellor Joe Klein notes, that â€Å"No one wants to hold students behind. So large numbers of students are promoted even though those students are not prepared for the next grade. The result is that many students are passed through the system from one grade to another without the necessary preparation and skills. These students typically fall further and further behind until they ultimately leave school unprepared. † [#1, p. 4] Now it becomes more understandable, why these changes raised number of accusations from the side of educators and have opponents as well. New Mayor’s approach is retrieved towards summer schools as well: those will be available for the students who are not only third graders but also second graders and who demonstrate poor results and attendance during that grade. The class size is decreased to the quantity of the small group and will account approximately 15 students in each. As to me, this point of the program is very commendable and worth of appropriate attention. Of course, the other question which is usually discussed when the program is either implemented or maintained – is its budgeting. Our case is not an exception. It is worth saying that budget of NYC is to cover these expenses and the size of this burden accounts $25 million (this number is an approximate, but the real one could be much higher). Therefore in order to deal with it, some high school principals in NYC has diverted the funds from the high school students toward the third grade program. Joe Mathew is supporting this idea as well and expresses his thought in the following way â€Å"Money spent on an extra year of schooling for retained students would be better spent on preventing low achievement†. [#2, p. 4] According to the statistical data, because of social promotion program, 25% of all ninth grade students in NYC public schools are over-aged for their class. #1, p. 4] This number brings to the conclusion, that these students most probably were detained once during there school time. In some schools also exists â€Å"unwritten policy of teachers and principals† which is aimed to minimize withholding of a weak students to the lowest quantity of years as it is possible. My opinion is, that when improving social promotion programs in NYC public schools, the attention should be paid to the identificat ion of the â€Å"risk† students or â€Å"risk† groups and work with them before it is too late. I think that it would be also more appropriate to aim these costs to the development of suchlike programs as preschool, improvement of the school in general and additional attention for the low-motivated students or the one who are behind the program. But, for myself I brought up the question for further discussion: is social promotion the result of school miscarriage or is it the sign of greater number of problems which school may face in a near future?

The Second Agricultural Revolution In the seventeenth century, a second agricultural revolution took place which increased the efficiency of production as well as distribution, which allowed more people to move to the cities as the industrial revolution got underway. The eighteenth centurys European colonies became sources of raw agricultural and mineral products for the industrializing nations. Now, many of the countries which were once colonies of Europe, especially those in Central America, are still heavily involved in the same types of agricultural production as they were hundreds of years ago. Farming in the twentieth century has become highly technological in more developed nations with geographical technologies like GIS, GPS, and remote sensing while less developed nations continue with practices which are similar to those developed after the first agricultural revolution, thousands of years ago. Types of Agriculture About 45% of the worlds population makes their living through agriculture. The proportion of the population involved in agriculture ranges from about 2% in the United States to about 80% in some parts of Asia and Africa. There are two types of agriculture, subsistence, and commercial. There are millions of subsistence farmers in the world, those who produce only enough crops to feed their families. Many subsistence farmers use the slash and burn or swidden agricultural method. Swidden is a technique used by about 150 to 200 million people ​and is especially prevalent in Africa, Latin America, and Southeast Asia. A portion of land is cleared and burned to provide at least one and up to three years of good crops for that portion of land. Once the land can no longer be utilized, a new patch of ground is slashed and burnt for another round of crops. Swidden is not a neat or well-organized method of agricultural production by it is effective for farmers who dont know much about irrigation, soil, and fertilization. The second type of agriculture is commercial agriculture, where the primary purpose is to sell ones product at market. This takes place throughout the world and includes major fruit plantations in Central America as well as huge agribusiness wheat farms in the Midwestern United States. Geographers commonly identify two major belts of crops in the U.S. The wheat belt is identified as crossing the Dakotas, Nebraska, Kansas, and Oklahoma.
